This second panel is focused on Investment Professional needed for Pensions. MODERATOR
Brian Whitworth, CFA, MBA | joined Hilltop Securities predecessor firm in 2009. He works on pension and retiree medical topics for public sector and not-for-profit clients and is a frequent speaker. His work for cities, counties, states, and districts, includes: benefit changes, legislation, investment and contribution policies, accounting rules, retirement systems, ratings, clients in bankruptcy and municipal bond issuance. Previously, he was with JPMorgan and Marsh McLennan. He has been involved in two BondBuyer Deal of the Year transactions. His background includes extensive simulations on investments, quake, business interruption, insurance, derivatives, and energy. He holds an AB in Physics from University of Chicago and an MBA from UCLA. He holds Series 7, 50, 63, 66, and 79 licenses. Mr. Whitworth taught CFALA/USC exam prep classes from 2018 to 2022. He passed all three CFA exams on the first attempt, in 18 months. Back To Top ^^

Dhinesh Ganapathiappan, CFA | Dhinesh joined the City of San Jose Retirement System investment program ($8 billion AUM) in 2016 and currently oversees the private markets portfolios including private equity, venture capital, private debt, real estate, and private real assets. Prior to joining the City of San Jose, he spent seven years at State Street, where he was an assistant vice president providing performance, attribution, and portfolio analytics solutions for institutional clients.
Dhinesh graduated with a bachelor’s degree in economics from the University of California, Davis. He holds the Chartered Financial Analyst designation. Back To Top ^^
Cheryl Lu, J.D. | Cheryl Lu is an Investment Officer on the Private Equity team at Los Angeles County Employees Retirement Association (LACERA). Cheryl joined LACERA in 2017 initially as its in-house counsel working on private markets investment transactions. In 2020, Cheryl joined the Private Equity team where she works on private equity primary fund investments, co-investments and secondary transactions.
Prior to joining LACERA, Cheryl was an Associate with the international law firm of Paul Hastings LLP for eight years where her practice focused on representing private equity sponsors, registered investment advisers and institutional investors in connection with their investments in alternative investments. Cheryl also worked at Deloitte as a Senior Tax Consultant prior to obtaining her law degree. Cheryl received her Bachelor of Science degree in Business Administration and Economics from the University of California, Berkeley, and her Juris Doctorate degree from Columbia University School of Law. Tom Williams, CFA, CAIA | Thomas Williams is the Deputy Chief Investment Officer (DCIO) for the San Diego County Employees Retirement Association (SDCERA). A skilled portfolio manager with extensive investment experience in both the public and private sectors, Williams has broad knowledge of markets, the asset allocation process and work with investment managers. As SDCERA’s DCIO, Williams assists in overseeing the investment operation for the Trust Fund’s public investments. In addition to the day-to-day operation of SDCERA’s Investment Division, he also supports the work of SDCERA’s Board of Retirement with execution of the Fund’s investment policies, strategy and asset allocation.
Prior to joining SDCERA, Williams was an Investment Officer for the City of San Diego, where he served as a portfolio manager for the $2 billion City Treasurer’s Pooled Investment Fund and other bond construction and reserve funds. Prior to this role, he served as portfolio manager for the Arizona State Retirement System, directing a more than $5 billion fixed income program. Williams has served as president of the CFA Society San Diego, chairperson of the City of San Diego Defined Contribution Plan Trustee Board and board member of the Government Investment Officers Association.
